The fix is to shift the mix, not chase zero: bid harder on datable, longer-distance and office moves where the buyer is more committed, and qualify with date and distance fields on the form. How much should I spend on ads?
Enough to still be showing at the moment someone is ready to buy, because that is the part that cannot be faked. A budget that runs out by mid-morning is not a small campaign, it is an absent one. How soon do the leads start?
